Transparency International Corruption Perceptions Index 1998 is the most comprehensive index of perceptions of corruption ever published by the global anti-corruption organisation, ranking 85 countries, with the ones seen as having the least corruption obtaining scores of close to 10. "There are about 50 countries that do not even achieve a score of 5, and there are numerous countries with a score of 3."
