The Fund for Peace presented its third annual Failed State Index 2007, expanded to 177 states this year. The index uses hundreds of thousands articles from both global and regional sources gathered between May and December 2006. The index includes 12 indicators gathered in 3 categories: social indicators, economic indicators and political indicators. Sudan has the highest value of the index 113.7, while Norway has the lowest - 17.1. Bulgaria is at 128 place in the scale with a value of 60.3.
